Unable to connect to Exchange and throttling policies

If you have recieved any one of the following errors and have checked other elements such as DNS, Firewalling etc. and can see the Exchange client has successfully connected to the Exchange Server:

- Unable to open your default email folders. The Microsoft Exchange Server computer is not available
- Unable to connect to Outlook (when launching Outlook)
- Unable to connect to Outlook server (when adding a new Exchange profile)

Check your throttling policy:

Get-ThrottlingPolicy | FL *RCA*

Sometimes when the RcaMaxConcurrency entry is set quite low you might encounter one of the above error mesages.
