Exchange 2013 Message Routing Explained

Exchange 2013 is a site-aware service and will make use of these sites to direct traffic down the most efficient route. Variables are network reliability, speed and bandwidth availability (of which default cost is 100.) Exchange uses costs that are associated with the site links to get to the destination as most efficiently as possible - although when a direct link between two sites exists it will use this by default.

Although if you are not able to change the site costs associated with the IPLinks, you have the ability to set specific costs to IP Links that only affect Exchange mailflow using the Set-AdSiteLink cmdlet:

Set-AdSiteLink DEFAULT_IP_SITE_LINK -ExchangeCost 25 -MaxMessageSize 10MB
